Tap into the billions that will be spent rebuilding to employ locals to do most of the work.
There are tens to hundreds of thousands of locals moving away to shelters distant to wait till it's safe to move home. And thousands to tens of thousands volunteers moving from across country to one site living spaces. While I see a lot of good intentions and I understand that the elderly and the young should be moved away from the dangerous disease ridden conditions, I also see a lot of people out of work who want to move home. Why not pay them to help with the rebuilding. It would hopefully help jump start the local economy by having people working, being paid, and being able to spend money locally.
We look at the economic nightmare of Iraq, due in large part by outside organization coming with foriegn contractors doing the work so the locals sink deeper into poverty, as they can't find work. Let's not repeat this mistake on our own soil.
