It's by It looks like Kasia(sp?) Foglia. It Foglia Studios and Kasia and Phil (Wife and Husband) have almost identical drawing styles, so it's hard to tell.

Anyway, I met them both in the mid-90's. They were a lot of fun, very smart, very funny, and it shows in their comics.
