What the fuck is Bush thinking? As our deficit grows, he's giving money away to people that can not and will not do anything to help our economy? Why not spend the money on U.S. agricultural products, and U.S. made cloths and supplies, and send these sundries to Afganistan. This will help our economy by keeping our people employeed, and give the Afganis what they need. Now, instead, we are giving then excuses to mug, kill, and rob each other for these dollars that they can not directly spend. In that economy, who has the cash to break a hundred, let alone two? People who are already rich, and will rip people off on the exchange rate.
This was another Bush mistake.
