Does a digital camera repeatedly scan the individual pixels on a long exposure, or if it some sort of photo cell that builds a charge and the camera get's the values only when the exposure is done?

The reason I'm asking is because there is a weird pulsing in some of my light trail photos (example included). I took the following picture last night, panning the camera past street lights,noen and passing cars. All the lights were on steady, not blinking. Looking at the picture, it looks like the camera regularly polls each pixel through out the exposure. If this is the case, is it possible to get pictures with out the pulsing?
