Sim cards, and provider locked phones...

Last night I dropped my Nokia 5190, and it seems to have died. I turn it on or hit a key and the screen lights up, but there is never any text, and it now longer beeps when I hit the keys. So, I'm guessing it's biten the big one. Anyway, I went to Fry's to buy a replacement, and just put my sim card into, thinking that was all there is to it. Well, they sell Nokia's that use the sim cards, but said the phone was "locked to AT&T." As the phone get's it's identity form the sim card, how can the card be locked to a specific provider I'm confused. Can the lock them like that, or is Fry's talking out it's ass, again?
